The European Union accused Turkey of failing to protect religious minorities in the same month of a historic visit by Pope Benedict XVI. "Turkey's approach to minority rights remains unchanged," notes a 2006 report published by the European Commission in Brussels.
"Non-Muslim religious communities are denied legal status and still have their property rights restricted. They also encounter problems in managing their foundations." The report was published in the run-up to a December summit of the EU, which began accession talks with Turkey in October 2005.
